TRAIN TRAVEL SOON BECOME FANCY IN INDIA..
The Indian Railways has launched Bharat Gaurav Trains Scheme to promote and attract tourism business.
According to the policy, any private operator or service provider, or state government, can lease trains from Indian Railways to run on a theme based circuit.
What are theme based Circuits..
The railways have dedicated more than 3,000 Ac & non-Ac coaches to run around 190 tourist circuit trains to various cultural and heritage sites. Theme-bases circuits are circuits around specific themes such as religion. culture, ethnicity, niche, etc. A theme-based circuit can be confined to a state or can also he regional, covering more than one state/UT.
Liberalization of the Indian Railways..
The IRCTC runs such theme-based tourist trains, for instance, the Ramayana Express, which goes on a tour of several places connected to Lord Ram Ji. In such packaged tours, the passengers stopover at a place, stay at hotels, undertake sightseeing, etc. All organized by tour operators. But now the trains will be operated by private players. through this policy, the Railways has simplified a part of operation's that was otherwise carried out mostly by the IRCTC.
The operators will have to pay "Right to Use" annually.
Ac Tier = ₹1.4 - ₹3.5 lakh
Non-Ac sleeper = ₹96,000 - ₹1.8 Lakh
Pantry = ₹65,000 - ₹2 lakh
If the operators own or purchase their own coaches, then the "Right of Use' charges no longer apply.
Cost to the operators..
In addition to this, a ₹1-lakh one-time registration fee will be charged from each potential applicant. A security deposit of ₹1 crore will be collected from successful applicants after allotment of the rake, returnable after the Right of Use period.
Improvisation's allowed
The operator can carry out its own furnishing of the interiors of the train, can decide the birth composition. It can also name a certain circuit or train and can advertise the same. However, it will be ensured that no existing railway norms are violated. No changes are allowed in critical parts of the train. All operations should be under the safety norms. The operator cannot provide alcohol, which was the case previously under IRCTC.
What will Indian Railway still control..
The idea of the policy is to give operators complete freedom to run the business and develop a business model in which Indian Railways will only physically run the trains, maintain them and charge a fee. The operator can appoint its own housekeeping and catering staff but the driver guards and maintenance staff will be allotted by Indian Railways. It will also ensure that its entire infrastructure is in place to safely & efficiently host the train.
